CEPEJ published a Report on case weighting in judicial systems and developed relevant recommendations
We are pleased to inform you that the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ) recently adopted by written procedure a Report on the case weighting in judicial systems.
The document prepared by the CEPEJ Working Group on judicial time management based on a study prepared by experts Shanee Benkin (Israel) and Marco Fabri (Italy), and provides an overview of case weighting practices in 36 Member States of the Council of Europe and the United States of America. It is intended to promote a more balanced case distribution depending on the judicial workload. Based on the results of the analysis, the experts developed 12 recommendations that could be useful for establishing a mechanism for case weighting in countries where it is needed or for improving the existing mechanisms in the Member States of the Council of Europe.
It should be noted that the CEPEJ has also approved a Report on the evaluation of European judicial systems. This document is prepared every two years and covers the peculiarities and current justice systems’ trends in the Member States. 45 Member States of the Council of Europe, as well as three observers in CEPEJ Morocco, Israel and, for the first time, Kazakhstan, took part in the evaluation cycle. The publication of this report is scheduled for October this year, after its submission to the Committee of Ministers of the Council of Europe.
At the same time, we would like to draw your attention to the fact that the data collected by the CEPEJ since 2010 in the framework of the preparation of the report on the evaluation of European judicial systems are currently available in the CEPEJ-STAT interactive database.

The European Commission on the Efficiency of Justice (CEPEJ) was established on 18 September 2002 in accordance with Resolution (2002) 12 of the Committee of Ministers of the Council of Europe. The CEPEJ is made up of 47 member states of the Council of Europe. The purpose of CEPEJ's work is to increase the efficiency of justice bodies in the context of implementing CoE standards and recommendations. It is the initiator of numerous studies in this area, in particular, of a comparative nature. It prepares draft recommendations aimed at identifying opportunities and promoting the use of a variety of tools to combine the two key principles of justice: equity and efficiency.
