CEPEJ Report “European judicial systems – Efficiency and quality of justice – 2018 Edition” evaluating the functioning of judicial systems in 45 member States has been published

We would like to inform you that on October 4, 2018, the European Commission for the Efficiency of Justice of the Council of Europe (CEPEJ) published the Report “Judicial systems in Europe: Efficiency and quality of justice – 2018 Edition” (2016 data). It gives an opportunity to understand general features of the functioning of courts, highlights the main trends of the judiciary and points out challenges in order to improve the quality and efficiency of public service and justice. The report provides a comparative analysis of budgets of judicial systems; judicial staff, ways of selecting judges, terms of their office, training, judges' remuneration and status; organization of courts, both of general jurisdiction and specialized; the activity of courts and other issues.

The report “European judicial systems – Efficiency and quality of justice – 2018 Edition” presents key facts and figures making it possible to evaluate the state of the judicial systems and their evolution. It highlights the most relevant issues of the functioning of modern European judicial systems.

In addition, the report provides opportunities for policymakers (ministries, Parliament), justice professionals (supreme courts, courts of appeal, courts, judicial councils, public prosecution services, bars), universities, and to the major media to find out more about best practices of other countries and apply them in their work.

The CEPEJ was set up by the Committee of Ministers of the Council of Europe in September 2002. Since 2004 the CEPEJ has undertaken a regular process for evaluating every two years the judicial systems of the Council of Europe member States.

The CEPEJ is made up of experts from 47 Council of Europe member States, to assess the efficiency of judicial systems and propose practical tools and measures. Particular emphasis is placed on the comparison of judicial systems and the exchange of knowledge on how they function.

Representatives of Ukraine to the European Commission on the Efficiency of Justice are Mr. Sergii Koziakov, CEPEJ Member, Chairman of the High Qualification Commission of Judges of Ukraine and Ms. Iuliia Tkachenko, CEPEJ National Correspondent, acting Head of International Department for Cooperation of the Commission Secretariat.
