Chairman of the Commission attended the opening of training for Chairmen and Deputy Chairmen of Courts of Appeal

The preparation of training of Chairmen and Deputy Chairmen of Court of Appeal of the city Kyiv and Courts of the Kyiv oblasts, Appeal Administrative Courts and Appeal Commercial Courts conducted by the National School of Judges of Ukraine started on June 22, 2015.

Mr Mykola Onishchuk, Rector of the National School of Judges of Ukraine, Mr Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine and Mr Ihor Benedysiuk, Chairman of the High Council of Justice addressed to the audience with a welcoming speech during the opening of training.

Mr Onishchuk is sure that the Commission and the High Council of Justice are able to introduce a fundamentally new procedure for objective, fair and professional appointments of judges. He also reminded that according to the changes of the Law of Ukraine "On the Judicial System and Status of Judges" candidates for judges should pass a special training for twelve months and National School of Judges is already developing a training program.

Mr Koziakov, Chairman of the Commission reported on the qualification evaluation of judges. He knows that judges feel psychological discomfort associated with the procedure of evaluation, but the Commission has repeatedly stressed that the process is transparent, in accordance with the Law and is committed to all international standards.

Mr Koziakov told that conducting the judicial dossier judges is another new function of the High Qualification Commission of Judges of Ukraine. All decisions of the Commission regarding a particular judge run into the dossier and judges must remember this, as the dossier is the part of the qualification evaluation.

Mr Benedysiuk, Chairman of the High Council of Justice noted that most public attention focused on the judges. For that reason they do not have by their behavior or decisions engender doubt, though the judiciary is something wrong. According to Mr Benedysiuk, the High Council of Justice will work with the High Qualification Commission of Judges of Ukraine and the National School of Judges of Ukraine to produce uniform criteria and standards for the training of judges.

Education of Chairmen and Deputy Chairmen of Courts of Appeal is conducted under the new legislation. The lectures for judges will be read for 40 hours.
