Chairman of the Commission took part in the meeting of representatives of international assistance projects in the field of strengthening the rule of law

On April 3, 2019, with the support of USAID New Justice Program on reforming justice sector, a monthly meeting of donors and implementers of projects/programs in the field of rule of law was held. Mr. Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine attended the meeting.

The Chairman of the Commission informed the participants about the competitions to the Supreme Court, the High Anti-Corruption Court and the Appeal Chamber of the High Anti-Corruption Court. In particular, he spoke about the steps the Commission made for the process to take place within the timeframe scheduled and in accordance with international standards in the field of selection of judges. Mr. Sergii Koziakov also noted the unique experience of involving the Public Council of international experts in the procedures mentioned.

In course of the meeting a discussion on developing mediation in Ukraine took place. USAID New Justice experts – Mr. Ales Zalar, Director of the European Center for Dispute Resolution and Mr. Frank C. Laney, Circuit Mediator for the US Court of Appeals for the Fourth Circuit heard out the participants’ views on the status, obstacles and opportunities for developing mediation in Ukraine. It is planned that after a thorough analysis, experts will prepare recommendations as to the implementation of mediation in Ukraine.

Participants of the event traditionally shared their news and the upcoming plans in the area of the judiciary.

Representatives of the Supreme Court, the National School of Judges of Ukraine, the Council of Europe Office in Ukraine, the Delegation of the European Union to Ukraine, the OSCE Project Co-ordinator in Ukraine, the USAID Regional Mission to Ukraine, Moldova and Belarus and other donor organizations also attended the meeting.

The USAID New Justice Program started its work in October 2016.

The Program is implemented to support the judiciary, Government, Parliament, Civil Society and the people of Ukraine in the implementation of judicial reform taking into account the Constitutional amendments 2016 in Strategy for reforming the judiciary structure, the judiciary proceedings and related legal institutions and the Action Plan for its implementation for 2015-2020.

The USAID New Justice Program builds on the achievements of the USAID Ukraine Rule of Law Project and USAID FAIR Justice Project and will use its progress for coordination of close cooperation with Ukrainian partners, USAID and US Government Projects and other projects of International donor organizations in Ukraine.
