Commission’s leadership and the EU Project “PRAVO-Justice” agreed on further areas of cooperation in reforming the judiciary

On 24 April 2018, the working meeting of Mr. Sergii Koziakov, Commission’s Chairman, with Mr. Dovydas Vitkauskas, Head of the EU Project “PRAVO-Justice”, Ms. Reda Moliene, Director of the National Courts Administration of the Republic of Lithuania, international expert of the EU Project “PRAVO-Justice”, and Ms. Oksana Matiyash, national expert of the Project, as well as the representatives of the МоріJustice Coopération Internationale of France, which implements the Project in the in the field of the judicial reform, Ms. Nicole Cochet, director general, and Mr. Mario Morali, project manager, was held.

During the meeting, the Chairman of the Commission expressed his gratitude for the assistance of the EU Project “Support to Justice Sector Reforms in Ukraine”, which completed its work at the end of last year, in conducting personal moral and psychological qualities and general skills testing of the first group of judges (999 persons) within the qualification assessment for the compliance with the occupied position, as well as of candidates within the selection for 600 vacant positions of local court judges.

The parties discussed staffing procedures, implemented by the Commission in 2017. In addition, the discussion focused on the Commission’s work plan for 2018. Thus, the priority tasks were named as followed: the assessment for the compliance with the occupied position of the entire judicial corps, the secondment and transfer of judges, the competition to the High Court on Intellectual Property, and the second competition to the Supreme Court. It is possible, as Mr. Sergii Koziakov noticed, that after the adoption by the Parliament the Law “On the High Anti-Corruption Court”, the Commission would also be tasked with conducting a competition to this court, and underlined that in 2018 the Commission should approve about 11,000 personnel decisions.

At the end of the meeting, the parties agreed on further areas of cooperation in conducting the competition to the IP court and assessing compliance with the occupied position.

The EU Project “PRAVO-Justice” aims at consolidation of sector-wide justice reforms in Ukraine. The Project involves experts from the various EU Member States and beyond and will continue until the end of 2020. Among other activities, the Project assists Ukrainian authorities in the judiciary reset and selection of new Supreme Court judges, the creation of the Judicial Reform Council, restructuring of MOJ, reform of registers and e-justice, setting up of probation service etc.
