Competition for positions of members of the High Qualification Commission of Judges of Ukraine announced
The High Council of Justice, by the decision dated December 12, 2019
№ 3474/0 /15-19, announced the start of the competition for the position of a member of the High Qualification Commission of Judges of Ukraine (hereinafter “competition”), which will be held from December 26, 2019 at the High Council of Justice at: Kyiv, Studentska str., 12-А. This is stated on the official website of the HCJ.
Suggestions of the Council of Judges of Ukraine, international and foreign organizations, with which Ukraine cooperates in the field of prevention and counteraction of corruption in accordance with international treaties of Ukraine, regarding candidates to the Competition Commission, approved by the High Council of Justice in accordance with Article 95-1 of the Law of Ukraine “On the Judiciary and the Status of Judges” (hereinafter “Competition Commission”), shall be sent to the e-mail of the High Council of Justice: assistant@hcj.gov.ua no later than 20 days after the announcement on the website of the HCJ about the beginning of the competition in accordance with the requirements specified in Section III of the Regulation on holding competition for position of member of the High Qualification Commission of Judges of Ukraine (hereinafter “Regulation”).
Candidates proposed to the Competition Commission should submit in person or by e-mail to the High Council of Justice within 20 days from the date of competition announcement publication on the website of the High Council of Justice the following documents:
1) an application for appointment as a member of the Competition Commission in accordance with Annex 1 to the Regulation;
2) a copy of the document proving the identity and citizenship of Ukraine or another country;
3) written consent to the processing of personal data and the disclosure of copies of documents in accordance with Annex 2 to the Regulation;
4) a statement on the absence of restrictions on the appointment to the Competition Commission in accordance with Annex 3 to the Regulation;
5) a copy of the diploma of higher legal education obtained in Ukraine or abroad; copies of documents of academic degree or academic title (if any);
6) documents confirming the experience of working in other countries for at least five years in the conduct of procedural guidance, support of public prosecution in court, or judicial proceedings in corruption cases (for international experts);
7) a copy of the employment record or other document confirming the length of service as a judge (for members of the Council of Judges of Ukraine);
8) health certificate from the medical institution;
9) a copy of the military ID card (if any).
The documents shall be drafted in the state language of Ukraine. Documents drawn up in a language other than the state language of Ukraine shall be translated into Ukrainian and certified in accordance with the requirements of the legislation of Ukraine or international treaties concluded with the country of citizenship of the foreign national applying to be appointed to the Competition Commission.
Persons who meet the requirements of the Law of Ukraine “On the Judiciary and the Status of Judges” to the member of the High Qualification Commission of Judges of Ukraine and intend to be appointed to the position of a member of the High Qualification Commission of Judges of Ukraine, should submit to the High Council of Justice
till 24:00 on January 13, 2020 a statement in form required in Annex 5 to the Regulation and documents specified in part 4 of Article 95 of the Law of Ukraine “On the Judiciary and the Status of Judges”, namely:
1) an autobiography;
2) motivation letter, stating the reasons to be appointed as a member of the High Qualification Commission of Judges of Ukraine;
3) a copy of the document proving the identity and the citizenship of Ukraine;
4) a copy of the employment record (if any);
5) a declaration by a person authorized to perform the functions of the state or local self-government;
6) copies of documents on education, academic titles and degrees;
7) a certificate from the medical institution on the candidate’s state of health with a conclusion as to his suitability to work in a position related to the performance of functions of the state;
8) a copy of the military ticket (for servicemen or liable to military service);
9) written consent to the processing of personal data and the disclosure of copies of documents specified in this Article (except copies of the documents provided in paragraphs 3, 7, 8 of part 4 of Article 95 of the Law of Ukraine “On the Judiciary and the Status of Judges”), in accordance with Annex 6 to the Regulation;
10) a written statement on the absence of restrictions on membership in the High Qualification Commission of Judges of Ukraine, as well as on compliance with the requirements for incompatibility or the obligation to fulfill the requirements for incompatibility in case of appointment as a member of the High Qualification Commission of Judges of Ukraine in accordance with Annex 7 to the Regulation.
11) a statement on carrying out the inspection, determined by the Law of Ukraine “On the Purification of Power”, in accordance with Annex 8 to the Regulation;
12) consent to a background check in accordance with the law pursuant to
Annex 9 to the Regulation.
The documents are submitted by the candidate personally, in paper form, with the attachment of electronic copies of these documents in PDF format. The documents shall be drafted in state language.
