Conference “Judicial Reform in Ukraine: Achievements and Further Steps” is held in Kyiv
On 01 June 2018, the conference “Judicial Reform in Ukraine: Achievements and Further Steps”, organized by the Judicial Reform Council with assistance of the Supreme Court and the Council of Europe Project on Strengthening the implementation of European Human Rights Standards in Ukraine, began.
The Special Advisor to Council of Europe’s Secretary General for Ukraine Mr. Regis Brillat, the Chief Justice of the Supreme Court Ms. Valentina Danishevska, the Deputy Head of the Presidential Administration of Ukraine, and the coordinator of judicial reform Mr. Oleksiy Filatov delivered their welcome addresses to participants.
The first session “Constitution of Ukraine is Foundation of Independent Justice” was devoted to the issues related to the implementation of the Council of Europe standards on justice in the Constitution of Ukraine; depoliticization of the judiciary as a pledge of the independent and impartial court; the issue of judicial independence as a component of the rule of law.
The session was moderated by Mr. Oleksiy Filatov, Head of the Presidential Administration of Ukraine.
At the second session “New Supreme Court: Way to the Rule of Law in Ukraine” the following issues were discussed: the new quality of legal proceedings in Ukraine as a priority task for the Supreme Court; observance of the Council of Europe standards when establishing the new Supreme Court; tools for ensuring the unity of judicial practice; effective litigation: tools of the judge and parties; from process to progress: what are the benefits of the “electronic court”?
The session was moderated by the Doctor of Law, Professor, Vice-President of the National Academy of Legal Sciences of Ukraine Ms. Natalia Kuznetsova.
In her speech the Chief Justice of the Supreme Court Ms. Valentina Danishevska emphasized the crucial importance of the communication component in the work of the judicial system: “A judicial decision must be worded in a clear, human language, be accessible and understandable so that an average citizen will be able to understand it”, she said.
After the break, the third session of the conference “Qualification Procedures are the Key to the Formation of a Highly Professional and Respectable Judicial Corps” will be held, during which the Chairman of the Commission Mr. Sergii Koziakov will take the floor.
