Courts that did not administer justice would resume its work: the President of Ukraine signed Decree on appointing 14 judges of local general courts
On June 16, 2020, the President of Ukraine Volodymyr Zelenskyy issued Decree № 226/2020 “On the Appointment of Judges”. After the oath will be taken by 14 judges, eight courts that have not administered justice for a long period in connection with the absence of judges in such courts or due to lack of judges’ authority, would resume its work.
As such, the Orativskyi and the Trostianetskyi District Courts in Vinnytsia Region will resume its work. Serhii Klymchuk will start to administer justice in the Orativskyi District Court of Vinnytsia Region, and Olesia Boreiko, Anna Mudrak and Olena Natalchiuk will start to administer justice in the Trostianetskyi District Court of Vinnytsia Region.
The Volodarsko-Volynskyi District Court of Zhytomyr Region has been filled by one of three vacant positions of a judge. The judge Artem Zbarazhskyi will start to administer justice in this court.
The Yaremche City Court of Ivano-Frankivsk Region will resume its work, where two of three vacant positions of a judge will be filled and judges Tetiana Vavryichuk and Mariia Ostapiuk will start performing their duties.
The Zhydachivskyi District Court of Lviv Region, which did not administer justice for a long period would also resume its work. Three judges have been appointed to this court by Presidential Decree: Andrii Pavliv, Roman Ravlinko and Sviatoslav Slyvka.
The judge Oksana Kshyk has been appointed to the Turkivskyi District Court of Lviv Region. There is currently only one judge in this court who has been suspended from administering justice.
Two judges have been appointed to the Reshetylivskyi District Court of Poltava Region. Yurii Zinenko and Olena Romanenko will administer justice in this court.
Radyvylivskyi District Court of Rivne Region will resume its work. The judge Valentyna Trotsiuk will administer justice there.
It is worth recalling that on August 07, 2019, based on the results of the competition announced on July 02, 2019, the Commission submitted recommendations to the High Council of Justice on the appointment of 467 candidates as judges of local general courts. Respective materials were received by the High Council of Justice on August 9, 2019, and their consideration was started on April 27, 2020.

The selection procedure for the position of a local court judge was announced by the Commission on April 03, 2017.
From April 17 to May 16, 2017, 5.336 persons have submitted an application and documents for participation in the selection to the Commission.
According to the results of the verification of compliance of persons who applied for participation in the selection with the requirements established by law to the candidate for the position of a judge, the Commission admitted 4.935 persons to participate in the selection.
Besides, 603 candidates for the position of a judge were admitted to the selection taking into account the features specified in paragraph 29 of Section XII “Final and Transitional Provisions” of the Law of Ukraine “On the Judiciary and the Status of Judges” (candidates who were included in the reserve to fill vacant positions of judges and included to the rating list, the expiration of three years of staying in which fell for one year before entry or ninety days after the entry into force of this law).
On October 31, 2017, 4.128 candidates were passing the anonymous test to check the level of general theoretical knowledge in the field of law and state language proficiency. In particular, representatives of the European Union Advisory Mission to Ukraine (EUAM), EU Project “Support to Justice Sector Reforms in Ukraine”, Ukrainian-Canadian Support to Judicial Reform Project, the Council of Europe Project “Support to the implementation of the judicial reform in Ukraine”, the USAID “Nove Pravosuddya” Justice Sector Reform Program monitored the testing.
According to the results of automated computer testing and assessment of tasks, 700 candidates with the best test results were admitted to the testing of personal moral and psychological qualities within November 13 – 19, 2017, which was successfully passed by 692 candidates.
From March 06 to April 17, 2018, the results of a special background check of candidates for the position of a judge, who have at least three years of experience as an assistant judge were determined, based on which 286 candidates continued to participate in the selection and were transferred for special training at the National School of Judges of Ukraine, which lasted until June 2018.
From June 07 to October 22, 2018, the results of a special background check of candidates for the position of a judge who participated in the selection are determined, taking into account the features specified in paragraph 29 of Section XII “Final and Transitional Provisions” of the Law of Ukraine “On the Judiciary and the Status of Judges”. According to the results of such verification, 591 candidates continued to participate in the selection.
From June 07 to September 12, 2018, the results of a special background check of candidates for the position of a judge, who have not worked as an assistant of a judge for at least three years were determined, as a result of which 388 candidates continued to participate in the selection. From August 2018 to May 2019, these candidates participated in special training at the National School of Judges of Ukraine, as a result of which 369 candidates continued to participate in the selection.
The first qualification exam during this selection was held on October 29–31, 2018. Testing was monitored by representatives of the EU Pravo-Justice Project, the European Union Advisory Mission to Ukraine (EUAM), the European Business Association, the USAID New Justice Program, as well as the Judicial Reform Council and the NGO “Ukrainian Institute for the Future”.
According to the results of the qualification exam, 656 candidates for the position of judges were included in the reserve for filling vacant positions of judges of local general courts, 272 – in the reserve for filling vacant positions of judges of local commercial courts, 328 – in the reserve for filling vacant positions of judges of local administrative courts.
