Diplomatic Corps representatives are getting acquainted with the progress of judicial reform in Ukraine

On 19 and 20 March 2018, the informational event for the diplomatic corps “Fair justice for all: providing impetus radical changes in Ukraine’s judiciary” is taking place in Vienna.

The Ukrainian delegation includes the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov and the member of the Commission’s Chamber for Selection and Public Service of Judges Mr. Andrii Kozlov.

The visit agenda provides for the participation of Ukraine’s representatives in the panel discussion on the general state of the judicial reform in Ukraine, challenges and prospects of the establishment of the anti-corruption court and bilateral meetings with the OSCE Member States delegations.

The Commission’s speakers informed their foreign partners about the progress of the judicial reform. In particular, they shared their experience in carrying out the first independent and public competition to the Supreme Court and told about the qualification assessment of the entire Ukrainian judiciary.

“Ukraine has made an extraordinary contribution to the European experience in carrying out public contests for judicial positions. We had to develop our own methodology of all the stages from scratch and in such a way that they were in line with European standards, as well as were compatible with the national specificity, which is marked by the desire for total publicity. The introduction at the legislative level of the public advisory body, whose activities still need to be harmonized with the generally recognized norms and those envisaged in the opinions of the international experts, has become the innovation. However, the competition procedure, tested during the selection of judges to the Supreme Court, has justified its effectiveness. Now it will be extrapolated to all other procedures conducted by the Commission in the framework of the judicial reform”, – said the Chairman of the HQCJ Mr. Sergii Koziakov.

The newly elected Supreme Court judges present at the meeting told about the Court’s activities regarding the focus area of the Grand Chamber, the Commercial Court of Cassation on the investor rights protection and the Administrative Court of Cassation on the human rights protection.

“My personal goal is to introduce human rights standards into the Supreme Court practice”, –  said Ms. Tetana Antsupova, Doctor of Law and one of the 115 judges of the new Supreme Court, during her speech.

The working visit of the Ukrainian delegation to Vienna is organized with the support of the OSCE Project Co-ordinator in Ukraine.
