During the XIII Congress of Judges of Ukraine Mr. Sergii Koziakov informed about the activities of the Commission and answered to questions of journalists
The Members of the Commission attended the XIII Congress of Judges of Ukraine that was held in Kyiv on 12-13 November, 2015. During the event Mr. Sergii Koziakov, the Commission Chairman made a report, informing about the activities of the High Qualification Commission of Judges of Ukraine since the entry into force of the Law of Ukraine “On restoring confidence in the judiciary in Ukraine.”
The Congress elected 2 members of the High Qualification Commission of Judges of Ukraine. Most delegates gave their votes for a judge of the High Specialized Court of Ukraine for Civil and Criminal Cases Mrs. Tetiana Shylova and judge of the High Administrative Court of Ukraine Mr. Volodymyr Butenko.
Mr. Koziakov told about qualification assessment of judges and peculiarities of preparations to it participants of the Congress and journalists during the briefing. This issue interested journalists the most as it is well known that the Council of Judges of Ukraine has not approved the two regulations, without which the Commission can not start qualification assessment.
In addition, Mr. Koziakov stressed on a proactive approach of the Commission in respect of the early start of that procedure. He said that the Commission took into account 96 proposals of the Council of Judges of Ukraine as regards the Procedure and Methodology for Qualification Assessment of Judges and 68 proposals regarding the Regulation on Examination Procedure and Its Evaluation Methodology during Qualification Assessment of Judges. Moreover, the Commission also took into account a few dozen of proposals from the international and national experts.
The Chairman of the Commission is convinced that over the coming weeks the new composition of the Council of Judges of Ukraine will agree on these two documents. He recalled that the Council of Judges of Ukraine approved only Regulation on Procedure of Maintenance of the Judicial Dossier. There are over 2000 judicial dossiers of the Supreme Court of Ukraine, high specialized and appellate courts have already been generated.
