Final rating for 78 positions of judges of the Supreme Court will be formed on the basis of the competition results of 189 candidates

During the final stage of the second competition to the Supreme Court “Dossier verification and Interviews”, 46 candidates of 235 did not confirm their ability to administer justice at the Supreme Court. Thus, rating to the highest court in Ukraine will be formed of 189 candidates.

Based on the results of interviews and plenary sessions of the High Qualification Commission of Judges of Ukraine, with the participation of the Public Integrity Council, which lasted from January 30 to February 26, 2019, 46 candidates (with respect of 39 of who the PIC had provided opinions) stopped participating in the competition for the positions of judges of the Supreme Court.

In general, the Commission received 72 opinions from the PIC:

  • 16 opinions with respect to candidates to the Cassation Civil Court, 9 of which were supported by the Commission;
  • 14 opinions with respect to candidates to the Cassation Criminal Court, 8 of which were supported by the Commission;
  • 21 opinions with respect to candidates to the Cassation Administrative Court, 12 of which were supported by the Commission;
  • 20 opinions with respect to candidates to the Cassation Commercial Court, 10 of which were supported by the Commission;
  • Concerning one candidate, the opinion was canceled by the PIC itself.

Consequently, during the final stage of the competition, the HQCJ took into account 55% of the total number of opinions provided by the Public Integrity Council, and also recognized 7 candidates whose integrity had not raised questions from the public as those who did not confirm the ability to administer justice and terminated their participation in the competition.

“Over the last few months the Commission has been working in non-stop mode. During interviews and plenary sessions, which lasted in total for a month, all participants had the opportunity to speak, and the candidates disprove the negative information or explain the contradictory data. As a result of the complex test during the second competition to the highest judicial instance 78 winners will be selected from 189 candidates who have successfully passed all stages of the competitive selection. I would like them to strengthen the effective work of the new Supreme Court, which has been receiving positive feedback about its work for a year”, said Stanislav Shchotka, Deputy Chairman of the Commission.

Four HQCJ panels conducted interviews according to the specializations of the cassation courts within the Supreme Court: civil, commercial, criminal and administrative. An opinion or information from the Public Integrity Council in relation to a candidate was considered during an interview. For voting in the plenary session, that is, in full composition, the Commission examined the information contained in the dossier, the PIC opinion and received an explanation of the candidate. All interviews were broadcast online and one could watch them on the HQCJ YouTube Channel.

We are recalling that on August 2, 2018, a second competition to the Supreme Court was announced. The Commission received 659 applications for participation in the competition, and 566 candidates were admitted. 525 candidates attended the anonymous test, and 316 attended the case study. Based on the results of the special background check, 235 candidates were admitted to the interviews.
