Intermediate achievements of work of private enforcement agents in Ukraine discussed at Meeting of representatives of international technical assistance projects in the field of justice
On October 2, 2019, a regular meeting of representatives of international technical assistance projects in the area of the rule of law, organized by the USAID New Justice Program, took place in Kyiv.
During his speech, the Deputy Chairman of the Council of Private Enforcement Agents of Ukraine, the private enforcement agent of the executive district of Dnipropetrovsk Region, Mr. Oleksandr Sivokozov informed the guests about the peculiarities of the activities of the Council, as well as about the challenges related to the enforcement of court decisions in Ukraine, including the need to equalize the mandates of private enforcement agents and state enforcement agents, the introduction of electronic enforcement proceedings, the creation of a unified database of all debtors, the establishment of interaction with the National Police, as well as ensuring transparency of procedures for access to the profession of a private enforcement agent and the training system.
The Deputy Chairman also emphasized the high performance of private enforcement agents and added that in the first half of 2019 they repaid UAH 1.3 billion of debt, and the share of court decisions executed after the institute’s implementation in 2016 increased from 6% in 2017 to 18 % in 2018.
Traditionally, representatives of international technical assistance projects and international organizations working in the field of justice, as well as public authorities, were involved in the discussion.
The High Qualification Commission of Judges of Ukraine was represented at the event by the Head of Legal Department of the Secretariat of the High Qualification Commission of Judges of Ukraine Ms. Natalia Kidina.

The United States Agency for International Development (USAID) New Justice Program has been operating in Ukraine since October 2016.
The purpose of the program is to provide support to the judiciary, the Government, the Parliament, civil society and the people of Ukraine in implementing judicial reform, taking into account the constitutional changes of 2016 and the Strategy for the reform of the judicial system, justice and related legal institutes for 2015-2020.
The New Justice program builds on the achievements of previous USAID Programs in Ukraine: Rule of Law and Fair Justice projects and uses their achievements to coordinate close cooperation with Ukrainian partners, USAID projects, the US Government and other projects of international donor organizations in Ukraine.
