International conference “Interpretation and Application of the Rule of Law in the European Union and Ukraine” was held
On 08 June 2018, the member of the Chamber for Selection and Public Service of Judges of the High Qualification Commission of Judges of Ukraine Mr. Stepan Gladii participated in the international conference “Interpretation and Application of the Rule of Law in the European Union and Ukraine”, organized by the USAID “New Justice” Program jointly with the Ukrainian Free University and Ludwig Maximilian University.
The purpose of the event was to promote better understanding of the content of the rule of law and to develop recommendations for judges and lawyers on how to interpret and apply this principle in practice in Ukraine.
“There can be no market economy without private property, as well as there can be no rule of law without independent court”, said the Senior Judge of the United States Court of Federal Claims in Washington, DC, Mr. Bohdan Futey during his report titled “The Rule of Law and the Independence of Judges”.
The participants discussed challenges related to the interpretation of the rule of law in the European Union and Ukraine. They also considered practical aspects of the application of the rule of law by courts of general jurisdiction, in the constitutional proceeding and in the enforcement proceedings.
Supreme Court Justices, Judges of the Constitutional Court of Ukraine and judges of other courts, representatives of judicial institutions, i.e. the High Council of Justice, the Council of Judges, the High Qualification Commission of Judges, the National School of Judges; representatives of the Verkhovna Rada of Ukraine and the Ministry of Justice of Ukraine, and representatives of civil society, law schools, think tanks, professional legal associations as well as international experts took part in the conference.

The United States Agency for International Development (USAID) Nove Pravosuddya Justice Sector Reform Program (New Justice Program) started implementation in Ukraine in October 2016.
