Meeting with European experts on communicating during judicial assessment that took place in the premises of the Commission

The working meeting of the Commission representatives with the experts of the EU Project “Support to Justice Sector Reforms in Ukraine” was held in the premises of the High Qualification Commission of Judges of Ukraine on 29 October, 2015.

Mr. Stanislav Shchotka, Secretary of the Qualification Chamber of the Commission, Mr. Roman Savchuk, Director of Professional Qualification of Judges and Judicial Candidates Department of the Commission Secretariat, Mrs. Polina Kazakevych, Head of the International Cooperation Division of the Commission Secretariat, Mrs. Reda Molienė, Director of the National Court Administration of Lithuania, Mrs. Živilė Navickaitė-Babkin, Head of Communication Division of the National Court Administration of Lithuania and Mrs. Julia Zemlytska, National Expert of the EU Project “Support to Justice Sector Reforms in Ukraine” took part in the event.

During the meeting the participants discussed results of implementation of the Law of Ukraine “On Judiciary and the Status of Judges” on qualification assessment of judges.

According to Mr. Stanislav Shchotka, the Commission is ready to start qualification assessment, but it is called from the Council of Judges of Ukraine for approving the Procedure and Methodology of Qualification Assessment of Judges.

In addition, participants discussed procedure for initial qualification assessment prescribed by the Law of Ukraine “On ensuring the right to a fair trial,” its staging and the procedure for test development. European experts also asked about communicating support of qualification assessment of a judge and presented their proposals on this matter.

The Project “Support to Justice Sector Reforms in Ukraine,” funded by the European Union and the Council of Europe began its work in 2015.

The EU Project consists of six key components that are managed by a group of international and national experts. It aims to develop general strategy in reforming justice sector; police and bodies with investigating powers, as well as in the prosecution authorities; in access to justice and the right to defense; in independence of the judiciary; in preventing and combating corruption.
