Members of the Commission met with Honorary Judge Mark L. Wolf of the United States District Court for the District of Massachusetts

On October 30, 2018, at the High Qualification Commission of Judges of Ukraine, with the support of  The United States Agency for International Development (USAID) Nove Pravosuddya Justice Sector Reform Program (New Justice Program), members of the Commission met with Honorary Judge Mark L. Wolf of United States District Court for the District of Massachusetts, Mr. Michael Galant, Director of non-governmental organization “Integrity Initiatives International”, Mr. David M. Vaughn, Chief of Party of USAID New Justice Program, Ms. Natalia Petrova, Deputy Chief of Party and Ms. Olga Nikolaeva, Legal Advisor of the Party.

The members of the HQCJ informed the guests about five competitions currently conducted by the Commission, namely: the second competition to the Supreme Court, competitions to the High Anti-Corruption Court and the Appeals Chamber of the High Anti-Corruption Court, the High Court on Intellectual Property and the Appeals Chamber of the High Court on Intellectual Property.

Furthermore, the parties discussed peculiarities of establishing the High Anti-Corruption Court in Ukraine in the light of best practices in fighting corruption in European countries, in the USA and in the countries of South America. They also exchanged views on the qualities and skills required for judges of respective specialization.

“Ukraine is a unique country. Currently the whole world is watching whether Ukraine will be able to develop effective tools to fight corruption, in particular to establish an effective anti-corruption court”, said Honorary Judge Mark L. Wolf. He added that the scope of Commission’s work is truly impressive.

At the end of the meeting, Commission’s representatives thanked Honorary Judge Wolf for interesting, meaningful discussion and constructive advice.

The event was attended by Commission Members Mr. Mykhailo Makarchuk, Ms. Valentyna Ustymenko, Ms. Tetiana Veselska, Ms. Anastasiia Zaritska, Mr. Mykola Mishyn, Mr. Sergii Prilypko, Mr. Taras Lukash and Mr. Pavlo Lutsiuk.

The United States Agency for International Development (USAID) Nove Pravosuddya Justice Sector Reform Program (New Justice Program) has been functioning in Ukraine since October 2016.

The purpose of the program is to provide support to the judiciary, Government, Parliament, civil society and people of Ukraine in implementing judicial reform, taking into account the constitutional changes of 2016 and the Strategy for Reforming the judiciary, justice and related legal institutes for years 2015-2020.

New Justice Program builds its functioning on the achievements of previous USAID Projects, “Ukraine: Rule of Law” and “Fair Justice” and uses their achievements to coordinate close cooperation with Ukrainian partners, USAID projects, the US Government and other projects of international donor organizations in Ukraine.
