Members of the Commission met with the Delegation of Venice Commission of the Council of Europe
On 7th of September 2017, the members of the Commission met with the Delegation of the Venice Commission of the Council of Europe, which is currently in Ukraine under a working visit.
The Venice Commission was represented by Secretary Mr. Thomas Markert, the representative of Secretariat Mr. Mikael Jansson and experts Mr. James Hamilton, Mr. George Papuashvili, and Ms. Aurela Anastas.
The purpose of a working visit of the Delegation was to prepare a judicial opinion in respect of the Law No. 6529 “On amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” (introduction of compulsory specialization of courts on the discussion of corruption and related offences) and No. 6011 “On Anti-corruption courts”.
During the discussion, the members of the Commission expressed an opinion on the most effective model of anti-corruption courts functioning in Ukraine and procedure of their formation. Moreover, they drew the attention of the representatives of the Venice Commission on possible problem aspects of the Commission’s participation in competitive procedures for the employment of judges in anti-corruption courts.
At the same time, Mr. Sergii Koziakov noticed, that the Commission would adhere to the rules of law regarding the future anti-corruption court in the form in which they would be adopted by the Verkhovna Rada of Ukraine.
At the end of the meeting, the representatives of the Venice Commission have informed, that the decision would be presented on 6th of October 2017.
The Commission was represented by the Chairman of the HQCJ Mr. Sergii Koziakov, the Secretary of the Qualification Chamber of the Commission Mr. Stanislav Shchotka, the member of the Commission Mr. Andrii Vasylenko and the Secretary of the Chamber for Selection and Public Service of Judges Mr. Mykhailo Makarchiuk.
