Newly appointed member of the European Commission for the Efficiency of Justice Mr. Sergii Koziakov participated in the 30th anniversary plenary meeting of the CEPEJ
On 27 June 2018, the 30th anniversary plenary meeting of the European Commission for the Efficiency of Justice (CEPEJ) began in Strasbourg, France. Ukraine was represented at the event by the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov.
In June 2018, Mr. Sergii Koziakov was appointed the CEPEJ member of Ukraine. From now on, he will represent Ukraine’s judiciary at the plenary meetings of the Council of Europe’s European Commission for the Efficiency of Justice (CEPEJ), which are held twice a year, in order to cover the latest developments and domestic legislative changes in the judicial field.
The main theme of the 30th anniversary plenary meeting of the organization was to discuss the artificial intelligence as a means of ensuring the efficiency and quality of justice, in particular, the role of artificial intelligence in a judge’s decision-making process.
The Deputy Secretary General of the Council of Europe, Ms. Gabriella Battaini-Dragoni, and the President of the CEPEJ, Mr. Georg Stawa, welcomed the participants and, among other things, emphasized the importance of CEPEJ’s work within the European justice system.
The delegations of the Council of Europe Member states informed the CEPEJ on recent significant developments in the judicial field that had taken place throughout the year in their countries.
The participants also discussed CEPEJ’s cooperation programmes, CEPEJ’s comments on the Recommendation 2121(2018) of the Parliamentary Assembly of the Council of Europe on “The case for drafting a European convention on the profession of lawyer”, CEPEJ’s cooperation with other Council of Europe and European Union institutions.
A particular attention was paid to the Report by the Secretary-General of the Council of Europe: “The state of democracy, human rights and the Rule of law in Europe”, which, in particular, highly assessed the competition procedure for judicial positions of the cassation courts within the Supreme Court in Ukraine.
Also, the visit program provided for the discussion of the draft report on the evaluation of the European judicial systems for 2016-2018 years. In September 2018, the final report on the results of this work will be published.
The Chief Specialist of the International Cooperation Division of the Commission’s Secretariat, Ms. Julia Tkachenko, is the acting CEPEJ National Correspondent of Ukraine, who provides communications and coordinates the preparation of the report on the evaluation of judicial systems in the member states of the Council of Europe.

The European Commission for the Efficiency of Justice (CEPEJ) was established on September 18, 2002 in accordance with the Resolution (2002) 12 of the Committee of Ministers of the Council of Europe. This is an expert organization on the efficiency of functioning of justice in the Council of Europe Member states. The CEPEJ consists of 47 member states of the Council of Europe. The purpose of CEPEJ’s activities is to increase the efficiency of judicial authorities of states, as well as to create more effective legal documents adopted by the Council of Europe.
It is the initiator of many studies in this area, in particular, of a comparative nature. It prepares draft recommendations aimed at identifying opportunities and promoting the use of a variety of tools to combine the two key principles of justice: equity and efficiency.
