Precarpathian Regional Judicial Forum was held

On 22 January 2018 Mr. Stanislav Shchotka, Secretary of the Qualification Chamber of the High Qualification Commission of Judges of Ukraine participated in the Precarpathian Regional Judicial Forum “High Council of Justice: Current State and Prospects”.

Mr. Volodymyr Kravchuk, President of the Association for the Development of Judicial Self-Governance of Ukraine, Supreme Court Justice, Mr. Bogdan Grinovetskii, Chairman of the Ivano-Frankivsk Region Court of Appeal and Mr. Andrii Ivanov, Acting Chairman of the Yaremche District Court opened the Forum.

The event was devoted to the discussion of judicial reform issues, prospects and current state of implementation of constitutional guarantees of the independence of the judiciary.

In the framework of the forum there was an open discussion on the drafting of the annual report of the High Council of Justice on the state of independence of judges in Ukraine. The report drafting working group included Mr. Vadym Belianevych, Deputy Chairman of the High Council of Justice, Ms. Alla Lesko, Mr. Olexii Malovatskyi and Mr. Andrii Ovsiienko, members of the High Council of Justice.

The second part of the forum was devoted to the discussion on the topic “Judge in the days of change”, in the framework of which Mr. Stanislav Shchotka, Secretary of the Qualification Chamber of the High Qualification Commission of Judges of Ukraine, gave a speech. He outlined the main challenges of the Commission in 2018.

“First of all, our attention is focused on the qualification assessment, then - on the transfer and selection of judges. In addition, our plans include the completion of the competition to the IP Court, the second competition to the Supreme Court and the competition to the High Anticorruption Court. We also carry out a regular function of assigning the judges,”- said Mr. Stanislav Shchotka.

The member of the Commission told that in the framework of qualification assessment process the judges would take the test using the computers based in the HQCJ building. “The first stage of qualification assessments - the exam - we are planning to carry out on the HQCJ technological basis three times a week for 70 people per day. It turns out over 200 people a week,” he said.

Mr. Stanislav Shchotka also assured the participants: “If we carry out the qualification assessment quickly and effectively, then there will be no problems with the transfer of judges. Now it all depends on whether the PIC will be able to keep pace with the interviews with judges.”

Also, the member of HQCJ answered the questions which concerned the judges.

We remind that the forum was organized by The Association for the Development of Judicial Self-Governance of Ukraine together with the Ukrainian Bar Association and in the framework of the Grant Project “Support to the Development of Judicial Self-Governance”, supported by the USAID New Justice Program.
