Press briefing on the topic “Measures implemented by the judiciary to restore public confidence in the judicial system” will be held on 25 March 2016
On 25 March 2016 at 11:00 at the Ukrainian Crisis Media Center (2 Khreshchatyk Str., Kyiv) a press briefing on the topic “Measures implemented by the judiciary to restore public confidence in the judicial system” with Mr. Ihor Benedysiuk, Chairman of High Council of Justice, Mr. Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine, Mrs. Valentyna Simonenko, Chairman of the Council of Judges of Ukraine will be held.
During the briefing, the leaders of the judiciary bodies will report on the steps that the judiciary is taking to create high-qualified judicial corps (namely results of qualification assessment of judges, review of disciplinary cases) and to establish interaction with the public and the media.

The High Council of Judges is a collective independent body responsible for the formation of highly professional judges and deciding in respect of violations by judges and prosecutors of the incompatibility requirements and on their disciplinary responsibility within their competence. The constitutional composition of the High Council of Justice is 20 members. It is formed by the President of Ukraine, legislative and judicial branches of government, as well as prosecutors, lawyers, the Congress of universities and research institutions. The High Qualification Commission of Judges of Ukraine, according to the Law of Ukraine "On Judiciary and the Status of Judges,” is a permanent body in the judicial system of Ukraine, empowered with judicial selection, special training and disciplinary proceedings against judges of the first and appeal instances courts, holding of qualification assessment of judges, formation of judicial dossier, providing guidance on selection of judges for lifetime term and - at the request of the Prosecutor-General - consent to the removal of a judge from office due to criminal prosecution. Organization of special training for candidates to judicial positions, judicial training, professional development, the conduct of scientific research, etc. is assigned to the National School of Judges, which was founded by the High Qualification Commission of Judges of Ukraine. The Commission consists of 14 members appointed by different subjects taking part in the formation of the High Qualification Commission’s composition. The Council of Judges of Ukraine in the period between the Congresses of Judges of Ukraine is the highest body of judicial self-government. The Council of Judges of Ukraine is elected by the Congress of Judges of Ukraine. It consists of 33 judges - 11 judges of local general courts, 5 judges of local administrative courts, 5 judges of local commercial courts, 4 judges of the courts of appeal for civil and criminal cases and cases of administrative offenses and 2 judges of administrative courts of appeal, 2 judges of the commercial courts of appeal, by 1 judge from each of high specialized courts, 1 judge of the Supreme Court of Ukraine. The High Council of Judges is responsible for ensuring the independence of courts and judges, improvement of the organizational support of courts, considering the legal and social protection of judges, representing the budgetary requests for funding of courts of general jurisdiction, election and dismissal of the Chairman of the State Judicial Administration of Ukraine and his deputies, overseeing the observance of legislation on conflict of interests in the activities of judges.
