Regular meeting of the Chairman of the High Qualification Commission of Judges of Ukraine with representatives of USAID FAIR Justice Project
The Chairman of the Commission held a meeting with representatives of USAID FAIR Justice Project and international expert Mr. Jose Manuel Cardoso, Judge of the Court of Appeal of Lisbon Judicial District, former Head of the Vice-President Cabinet of the High Council of Judges of Portugal, former member of the High Council of Judges of Portugal on 20 September 2016.
During the meeting the sides discussed the European, American and Ukrainian experience in determining the level of judge’s integrity. Justice Jose Manuel Cardoso drew attention of participants to an excerpt from the Technical Guide to the United Nations Convention against Corruption, prepared by the UN Office on Drugs and Crime in 2009, and an extract from the Report of the General Assembly of the European Network of Councils for the Judiciary “Judicial Ethics - Principles, Values and Qualities” for 2010. These documents, in particular, contain provisions on measures to strengthen the integrity of the judge.
Whereas, representatives of the USAID FAIR Justice Project gave to Ukrainian colleagues the training materials, in particular “The evaluation criteria in the selection of judges. Extract from the Guide for members of the commission for selection of judges in the United States.”
Chairman of the Commission Mr. Koziakov thanked the experts of the USAID FAIR Justice Project and Justice Jose Manuel Cardoso for the important contribution and assistance in the preparations to formation of the new Supreme Court, affirming that he will continue involving international experts in the processes that are taking place in the Commission.
