Regular meeting with representatives of international organizations, diplomatic institutions and international technical assistance projects on the establishment of the High Anti-Corruption Court was held in the Commission

The High Qualification Commission of Judges of Ukraine continues consultations with donors on the establishment of the Public Council of International Experts (PCIE) and conducting competition for the positions of judges of the High Anti-Corruption Court (HAC). On October 10, 2018, a regular working meeting of the Commission representatives with experts of international organizations, diplomatic institutions and international technical assistance projects, namely EU Project “PRAVO-Justice”, USAID Office of Democracy and Governance, USAID “New Justice” Program, the EUACI, the International Development Law Organization (IDLO) as well as the EU Delegation to Ukraine and the US Embassy to Ukraine took place.

The parties continued discussing practical aspects of the PCIE functioning, the criteria based on which the candidates for the Council will be assessed. The parties paid attention to amendments to regulatory normative acts of the Commission to ensure proper regulatory governing of the HQCJ and PCIE’s joint work and also agreed upon further steps for timely establishment and immediate commencement of the Council’s functioning.

The Chairman of the Commission thanked donors for their consistent assistance and noted that the Commission would have to make a tough choice when appointing experts to the PCIE. “We must clearly understand in what manner to choose 6 best candidates out of 12 best ones. Therefore, it is important for us to hear suggestions from our international partners on the necessary criteria for assessing these experts”, said Mr. Sergii Koziakov.

It should be recalled that five international organizations provided the Commission with proposals as to 12 candidates for election to the PCIE. The PCIE will help the HQCJ in conducting competitive selection of judges to the High Anti-Corruption Court by assessing integrity of candidates for the judicial positions of this court. Currently the Commission should elect 6 members of the PCIE out of 12 experts for two years.

On the part of the HQCJ the meeting was attended by Mr. Sergii Koziakov, Chairman of the Comission, Mr. Stanislav Shchotka, Deputy Chairman of the Commission, Mr. Andrii Vasylenko, Member of Chamber for Selection and Public Service of Judges of the Commission, Mr. Andriy Kozlov, Member of the Qualification Chamber of the Commission, Ms. Olena Ponomarenko, Head of the Commission Secretariat and Ms. Yuliia Tkachenko, acting Head of International Cooperation Department of the Commission Secretariat.
