Representatives of the High Qualification Commission of Judges of Ukraine held a working meeting with European experts in the field of judicial accountability and lustration within the USAID FAIR Justice Project on  9 February 2016

On 9 February 2016 within the USAID FAIR Justice Project Mr. Pavlo Lutsiuk and Mr. Sergii Prylypko, Members of the Disciplinary Chamber of the Commission, held a meeting with European experts in the field of judicial accountability and lustration Professor Mr. Hans Graver (Oslo, Norway) and Mr. Pavol Žilinčík, who is also an expert in judiciary and combating corruption matters in Slovakia.

The event was also attended by Mrs. Natalia Petrova, Deputy Chief of Party USAID FAIR Justice Project in Ukraine, Mrs. Myroslava Vorontsova, Legal Specialist.

During the meeting the parties discussed features of judicial accountability in European countries, achieving a balance between criminal liability and judicial independence, as well as the criminal liability of judges for adopting decisions in support of authoritarian regimes.

>Mr. Pavol Žilinčík told about the practical application of mechanisms of balance between criminal liability and judicial independence in Slovakia.

After discussion, participants agreed on the necessity to improve further in-depth dialogue and cooperation in the field of judicial accountability of judicial independence principle.

The United States Agency for International Development (USAID) FAIR Justice Project has been working in Ukraine from October 2011 to promote judicial reform.

The goal of the Project is to strengthen the rule of law through enhancing judicial independence, improving transparency and accountability of the judiciary, raising awareness of the public about the judiciary to increase public trust and confidence.

Objectives of the Project are to assist in harmonizing the national legislative and regulatory framework for the judicial reform with European and international standards of judicial accountability and independence; strengthen the accountability and transparency of key judicial institutions; enhance the professionalism and effectiveness of the judiciary; increase the role of civil society organizations as advocates for and monitors of the judiciary; implement the Law of Ukraine “On lustration of the authorities” and “On restoring confidence in the judiciary in Ukraine.”
