Rule of Law Donors and Implementers monthly Meeting took place

On 2 March 2016 representatives of the High Qualification Commission of Judges of Ukraine took part in the donors and programs/projects implementers monthly Meeting in the field of rule of law, organized by USAID FAIR Justice Project.

The event was attended by Mr. Gia Getsadze, Deputy Minister of Justice of Ukraine and Mr. Viktor Tymoshchiuk, Deputy Chairman of the Board of the Center for Political and Legal Reforms.

They informed participants on the methodology and preliminary results of citizens survey regarding services quality provided by the Ministry of Justice of Ukraine. The survey was held in Kyivska, Lvivska, Odeska, Kharkivska and Dnipropetrovska oblast.

The survey purpose were to determine user satisfaction degree with services quality provided by the Ministry of Justice of Ukraine territorial divisions, to identify main problems in the provision of registration services, to develop recommendations for service conditions and registration work improvement.

The main stages of the project contained questionnaires development, survey methodologies, instructions and interviewers training, focus groups questioning, involving governmental officials.

To participate in the event there were also invited the representatives of the Supreme Court of Ukraine, the High Specialized Court of Ukraine for Civil and Criminal Cases, the Supreme Administrative Court of Ukraine, the High Council of Justice, the US Embassy in Ukraine, Special Monitoring Mission of the OSCE to Ukraine, the European Union Advisory Mission Ukraine, the International Development Law Organization and other international projects.

By tradition, the participants have again exchanged news and updates on current and planned activities regarding the rule of law strengthening.

The United States Agency for International Development (USAID) FAIR Justice Project has been working in Ukraine from October 2011 to promote judicial reform.

The goal of the Project is to strengthen the rule of law through enhancing judicial independence, improving transparency and accountability of the judiciary, raising awareness of the public about the judiciary to increase public trust and confidence.

Objectives of the Project are to assist in harmonizing the national legislative and regulatory framework for the judicial reform with European and international standards of judicial accountability and independence; strengthen the accountability and transparency of key judicial institutions; enhance the professionalism and effectiveness of the judiciary; increase the role of civil society organizations as advocates for and monitors of the judiciary; implement the Law of Ukraine “On lustration of the authorities” and “On restoring confidence in the judiciary in Ukraine.”
