Stepan Gladii represented Commission at conference on activities of judicial authorities of Ukraine, Georgia and Moldova

On September 13, 2019 the Deputy Chairman of the Commission, Head of the Qualification Chamber Stepan Gladii participated in the Conference on Judicial Governance of Ukraine, Georgia and Moldova “Judicial Governance in the Eastern Partnership Countries” held in Odesa with the support of the European Union and the International Renaissance Foundation within the grant component of the Community Synergy project.

During the event, the study of the results of the activities of the judicial management bodies of the Eastern Partnership countries - Ukraine, Georgia and Moldova which are responsible for the selection of judges and consideration of complaints about disciplinary offenses of judges was presented. The issue of future institutional strengthening and good governance is set out in an analysis of the Eastern Partnership's 2020 goals presented to participants on the event.

The second panel discussion was devoted to the peculiarities of the functioning of judicial administration bodies based on the experience of Ukraine. Among other things, the representatives of Ukrainian side presented the introduction of new principles of judicial work within the judicial reform, as well as suggested possible ways to improve them.

Particular attention was paid to the pressing issues of the formation of judicial governance bodies, their independent activity, the exchange of experience within the framework of the use of positive practices in accordance with the requirements of the European model of judicial governance bodies, which are fixed in a number of official documents of the European Union and the Council of Europe, as well as the specifics of the Eastern Partnership countries.

In addition, the role of the Public Integrity Council in determining whether a judge (candidate) meets the criteria of professional ethics and integrity for the purposes of qualification evaluation was discussed.

At the end of the conference, participants elaborated recommendations for further reform of the judicial administration bodies.

Representatives of the Supreme Court, the High Anti-Corruption Court, the High Council of Justice, the National School of Judges of Ukraine, the European Program of the International Renaissance Foundation, the Center for Political and Legal Reforms, the DEJURE Foundation, the Legal Resource Center of Moldova, and the Center for Constitutional Analysis of Politics (Georgia), Department of Constitutional Law, National University “Odessa Law Academy” also took part in the event.
