The Commission familiarized Kyiv judges with judicial qualification assessment

On 17 February 2016 the initial qualification assessment of judges starts. Today, on 29 January 2016, in this regard the management of the HQCJU held a meeting with the Kyiv courts chairmen, when told about the stages, procedures and criteria of qualification assessment.

From the Commission the meeting was attended by Mr. Sergii Koziakov, Chairman of the Commission, Mr. Stanislav Shchotka, Secretary of the Qualification Chamber of the Commission, Mrs. Tetiana Shylova and Mr. Volodymyr Butenko, Commission Members, Mr. Roman Savchuk, Director of Professional Qualification of Judges and Judicial Candidates Department of the Commission Secretariat.

The opportunity to get acquainted with the procedure of judicial qualification assessment were given to the chairmen of 10 district capital courts, the County Administrative Court of Kyiv city, Kyiv County Administrative Court, Economic Court of Kyiv city and the Economic Court of Kyivska oblast. The event was also attended by representatives of international donor organizations, academics and journalists of legal periodicals.

As has been noted by the Commission Chairman Mr. Sergii Koziakov, all the documents concerning the initial qualification assessment procedure had already been adopted and approved by the Council of Judges of Ukraine. It made possible to start the assessment. He also said that on 28 January 2016 the Commission decided to hold initial qualification assessment of judges in February-March 2016. Firstly will be assessed those judges, who had submitted to the Commission an application for lifetime judicial position.

The day before the Commission had also approved the list of judges who would pass the assessment. There are five groups that include 100 judges. Furthermore, the schedule of the initial qualification assessment of judges and the list of tasks for anonymous written test had already been approved, as well. The assessment starts on 17 February 2016.

The Secretary of the Commission Qualification Chamber Mr. Stanislav Shchotka advised judges to get acquainted with the regulatory acts of the Commission and information on assessment, published at the official web-site of the Commission.

Mr. Roman Savchuk in details familiarized the listeners with the assessment procedures and told about the differences between initial qualification assessment and the qualification assessment. He also stressed that at all stage of assessment the specialization of judges shall be taken into account and added that was insisted by the Council of Judges of Ukraine.

At the meeting there was also discussed the content of the judicial dossier and the possibility for judges to get acquainted with it prior to assessment.

Concluding the meeting, Mr. Koziakov said that the High Qualification Commission recently published the Report on the Commission’s work in 2015, where a lot of interesting and useful facts about the activities of the body can be found.
