The Commission is continuing its cooperation with the Council of Europe on monitoring the progress of Justice Sector Reform in Ukraine

On 7 February 2018, the High Qualification Commission of Judges of Ukraine hosted the working meeting with the Council of Europe Project “Consolidating Ukraine’s Justice Sector Reform” National Manager Ms. Kateryna Halenko and the Council of Europe’s international experts Mr. Roderick Ackermann and Ms. Suzan Verberk.

The purpose of the meeting was to discuss the indicators of the upcoming online database on monitoring judicial reform in the part of the Commission's mandate based on the implementation of the Progress Review Methodology of the justice sector reform in Ukraine.

The international experts briefed the participants on the current state of the implementation of the methodology and on the adaptation of key indicators for the main beneficiaries involved in the justice reform process.

In addition, the participants discussed the technical aspects of the implementation the methodology in order to identify relevant progress review indicators and the further cooperation between the relevant judicial authorities on the proper filling of the necessary databases.

At the end of the meeting, the parties agreed to continue coordinate their efforts to achieve the defined objectives.

At the event the Commission was represented by Mr. Serhii Prylypko, member of the Commission’s Chamber for Selection and Public Service of Judges, Ms. Olena Ponomarenko, Head of the Commission’s Secretariat, and Mr. Oleh Rybchuk, Deputy Director of the Judicial Career Department, Head of the Division of Statistical and Analytical Work of the Commission’s Secretariat.

The general purpose of the Council of Europe Project “Consolidating Ukraine’s Justice Sector Reform” is to unite Ukraine's efforts in implementing justice reform, assist in measuring the impact of reforms and the contribution of the Council of Europe and other international actors. In addition, the Project will allow to inform about the progress of reforms and urgent needs. Another competence of the Project is the needs assessment in respect of the Ukrainian National Bar Association in order to further assist Ukraine in the development of an independent and professional advocacy.
