The Council of Europe has published the full text of the Assessment of the 2014-2018 judicial reform in Ukraine
As already reported by the High Qualification Commission of Judges of Ukraine, the Council of Europe has evaluated the judicial reform in Ukraine for 2014-2018 and its compliance with Council of Europe standards and recommendations.
Let us inform that the Council of Europe Office in Ukraine has published on its official website the relevant consolidated summary, supplemented by four separate International Expert’s Opinions:
1) assessment of the impact of the transfer to the three-level system of courts, the situation with trust to the judiciary and the changes introduced to the system of judicial discipline;
2) assessment of legislative changes with regard to the judicial appointment, career, dismissal of judges, the self-governance of the judiciary, and on the procedural connection between the judiciary and the bar;
3) assessment of the participation of the CSOs in the selection and assessment of the judiciary, the system of training and assessment of judges, the system of judicial administration and the powers of court presidents;
4) assessment of the procedure of selection and appointment of judges to the new Supreme Court.
