The qualification evaluation of a judge gets started
The briefing of Members of the High Qualification Commission of Judges of Ukraine dedicated to the start of the qualification evaluation of a judge was held on 28 August 2015.
It was attended by Mr Sergii Koziakov, Commission Chairman, Mr Stanislav Shchotka, Secretary of the Qualification Chamber of the Commission, Mr Andrii Vasylenko, Commission Member and Mr Roman Savchuk, Head of Department for Professional Qualification of Judges and Candidates of the Commission Secretariat.
In September the High Qualification Commission of Judges of Ukraine establishes conducting qualification evaluation of judges. The Commission is facing with a challenge to assess the professional level of all judges. It should be noted that 46 judges of the Supreme Court of Ukraine are the first who are subject to initial qualification evaluation.
“Qualification evaluation is a comprehensive measure that envisages the determination of knowledge level, acquirements and professional skills of a judge, a thorough study of his achievements and results that are systematically and regularly monitored and reported to the judicial dossier; it necessarily takes into account ethical behavior of a judge, his human decency, way of life, the desire to improve his professional level”, – the Commission Chairman Sergii Koziakov said.
As was noted by Secretary of the Qualification Chamber of the Commission Stanislav Shchotka, “Initial qualification evaluation of a judge is a procedure of systematic evaluation of professional level of a judge with a view to decide on the possibility of further administration of justice by him in this office.”
“Within two years after the qualification evaluation of judges of the Supreme Court of Ukraine and high specialized courts all appellate judges without exception should also pass an initial qualification evaluation. The initial evaluation of judges of local courts can be conducted by the Commission according to a separate schedule. In particular, it can be parallel to evaluation of judges of appeal and cassation” – Mr Stanislav Shchotka stated.
The Member of the Commission Andrii Vasylenko said that except the judges of the Supreme Court and high specialized courts there are also 2022 appellate judges and 5576 local judges who have to pass the initial qualification evaluation of a judge, as well.
