The working meeting with the experts of the Support for Improvement in Governance and Management Program (SIGMA) was held in the Commission
On 22 February 2018, the working meeting with the experts of the Support for Improvement in Governance and Management Program (SIGMA) Mr. Lech Marcinkowski and Mr. Dawid Szescilo was held in the High Qualification Commission of Judges of Ukraine.
The purpose of the event was to discuss and clarify the necessary information within the framework of the basic evaluation of the public administration in Ukraine at the request of the Secretariat of the Cabinet of Ministers of Ukraine and the European Union Delegation to Kyiv, which will take place until the end of June 2018.
The basic evaluation of the public administration in Ukraine is being conducted in accordance with the SIGMA methodology “The Principles of the Public Administration”, developed through the joint initiative of the Organization for Economic Cooperation and Development (OECD) and the European Union on the basis of the Principles of Public Administration.
The representatives of the Commission briefed the international experts about the procedures of the High Qualification Commission of Judges of Ukraine in the field of judge’s career introduced during the judicial reform. In particular, they spoke about the first in the Ukraine’s history public competition to the Supreme Court, the formation and publication of candidates’ dossiers on the Commission’s official website, the involvement of the public in evaluating ethics and integrity of the candidates for the positions of judges.
The participants also learned about the peculiarities of the qualification assessment of judges, their secondment and transfer, the competition to the High Court on Intellectual Property.
The representatives of the Commission shared their experience with the Council of Judges of Ukraine, the State Judicial Administration of Ukraine, the High Council of Justice, the National School of Judges of Ukraine and others.
The participants of the meeting agreed on a close cooperation for achieving the defined objectives.
The Commission at the meeting was represented by the member of the Chamber for Selection and Public Service of Judges Mr. Sergii Prilypko and the Head of the Secretariat Ms. Olena Ponomarenko.
