We should make the establishment of the High Court on Intellectual Property a successful project, - Mr. Sergii Koziakov

On 20th December 2017, the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov took part in the round table “Problems of the Implementation of Constitutional Amendments regarding the Justice Sector and the Status of the Constitutional Court of Ukraine”.

Representatives of the legislative and executive branches, judges, scientists and experts participated in the round table. They discussed the process of implementation of the constitutionally determined judicial system, changes in the constitutional status of a judge and the prospects of proper provision of the right to a fair trial in the light of amendments to procedural legislation.

During the event the Chairman of the Commission noted that one of the first results of judicial reform was the creation of the new Supreme Court, which had already begun its work. He also spoke about the challenges that arose before the HQCJ in 2018 under the judicial reform.

The Commission has announced the competition to the High Court on Intellectual Property. “The competition has been announced for 21 positions and almost 200 candidates have submitted their documents. Patent courts are successful projects in almost all the countries. Therefore, we should make the establishment of the High Court on Intellectual Property a successful project,”- said Mr. Sergii Koziakov.

The Chairman of the Commission also recalled that there was lack of human resources in local and appellate courts of Ukraine. Therefore, the HQCJ had already begun selecting candidates for the positions of local court judges and plans competitions to appellate instances. The qualification assessment of active judges would also be held in the next year.

The round table was organized by the Razumkov Center with the assistance of the German Foundation for International Legal Cooperation and the Council of Europe Project “Support to the implementation of judicial reform in Ukraine”.
