Working meeting of the Commission Chairman with a Special Representative of Secretary General of the Council of Europe in Ukraine

On May 15, 2019 a working meeting of Chairman of the Commission Mr. Sergii Koziakov and Deputy Head of the Department of International Cooperation of the Commission Secretariat, Ms. Yuliia Tkachenko, with the delegation of the Council of Europe: Special Representative of the Secretary General of the Council of Europe in Ukraine, Mr. Regis Brillat, coordinator of the Project of the Justice and Legal Co-operation Department of the Directorate General Human Rights and Rule of Law of the Council of Europe Mr. Andrii Kavakin, Project Manager of the Council of Europe «Support to the implamentation of the judicial reform in Ukraine», Mr. Illia Chornohorenko and acting Project Manager Ms. Nataliia Vereshchynska took place in the High Qualification Commission of Judges of Ukraine.

The purpose of the meeting was to discuss further directions of the Council of Europe's activities in Ukraine in the context of reforming the judicial system.

In addition, during the continuation of the Project, the parties discussed the progress of qualification evaluation of judges for their positions, as well as the active measures taken by the Commission with a view to resolve the issue of personnel filling of judicial positions in local and appellate courts, in particular, the interim results of the selection for the position of judge to local courts and plans of the Commission on the speedy holding of competitions for vacancies in local courts and the transfer of judges of the liquidated Supreme Court of Ukraine, High specialized and appellate courts.

Mr. Regis Brillat highly marked the successful experience of holding competitions to the Supreme Court and the High Anti-Corruption Court within such a short term, the procedure of which differs from other European countries by its complexity and unprecedented level of openness, and also noted other achievements of the Commission regarding bringing the principles of the Ukrainian judicial system’s work in line with the standards of the Council Europe in the field of justice.

At the end of the meeting, the delegation thanked the Commission for its fruitful cooperation, which the parties recently approved by signing the relevant memorandum, and also expressed their readiness to support the Commission in the process of implementing judicial reform in the future.

The Council of Europe Support to the implementation of the judicial reform in Ukraine Project is being implemented in co-operation with Ukrainian counterparts – the Judicial Reform Council, the Supreme Court, the High Council of Justice, the High Qualification Commission of Judges of Ukraine, the Council of Judges of Ukraine and others until December 2020.

The project is managed by the Justice and Legal Co-operation Department of the Directorate General Human Rights and the Rule of Law of the Council of Europe and is intended to support Ukraine in completing the judicial reform and in implementing the newly-adopted legislation with the aim to ensure the independence, fairness and effectiveness of the judiciary, in line with standards and recommendations of the Council of Europe.
