The Commission continues to examine international experience of the qualification evaluation of judges, May 13, 2015

Mr. Sergii Koziakov, Chairman of the Commission and the representative of the National Judicial Institute (NJI) were held the working meeting on May 13, 2015.

In cooperation with Canadian-Ukrainian Project «Education of Judges for economic development», Mr. George Thomson, Director of the International Programs of the National Judicial Institute of Canada, Mr Donald Chiasson, Director of the International cooperation division on legal and education programming of the National Judicial Institute of Canada and Mr Igor Osyka, Project Manager visited the Commission. Representatives of the Commission also attended the meeting.

Mr. Koziakov said that the Commission is working on skills assessment, expected to begin in August this year. Chairman and Members of the High Qualification Commission of Judges of Ukraine actively cooperate with international experts on this issue. There are meetings with the Chairmen of courts of different levels where they discussed the importance of the evaluation of judges to improve their skill level. Mr. Koziakov, Chairman of the Commission thanked for the support provided by the Canadian-Ukrainian Project «Education of Judges for economic development».

Canadian experts shared with their experience in the scope of evaluation of judges and presented the materials for this procedure. Mr Thomson spoke of judicial training in Nova Scotia. The main objective is the improvement of judges and the judiciary in general.

According to Mr. Chiasson, the judge approved the assessment process in Canada, but it is important to maintain a balance between accountability and judicial independence. At the time, Canada also studied the experience of other countries in this process, especially of Australia and United States. Now they are ready to help Ukraine.

Canadian colleagues also shared with their experience in the scope of the procedure of appointment and disciplinary responsibility of judges.
