New Rules On Declarations of Integrity and Family Ties Have Entered Into Force

On June 25, 2026, amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” concerning the new form of the declaration of integrity and family ties of a judge (judicial candidate) and the procedure for its verification entered into force (Law of Ukraine No. 4905-IX “On Amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” and the Law of Ukraine “On the High Council of Justice” Concerning the Improvement of Judges’ Declarations of Integrity and Family Ties”, dated June 09, 2026, published in the official publication “Holos Ukrainy” on June 24, 2026, No. 123).

The amendments introduce a single annual declaration of integrity and family ties for judges, as well as a single declaration of integrity and family ties for candidate for the position of a judge. The new forms require declarants, inter alia, to confirm that they: (a) have not committed corruption offences or corruption-related offences; (b) have not visited the territory of the aggressor state and/or the temporarily occupied territory of Ukraine; (c) have not taken any actions aimed at acquiring the citizenship (nationality) of a foreign state; (d) comply with the Code of Judicial Ethics; (e) use Ukrainian as the sole state language in the administration of justice; (f) have no grounds for being subject to disciplinary liability; (g) have not engaged in cooperation with the aggressor state, armed formations and/or the occupation administration of the aggressor state since February 20, 2014; and (h) recognise that the state sovereignty of Ukraine extends to the entire territory of Ukraine, including its temporarily occupied territories.

In connection with the introduction of the new declaration form, the previous forms have ceased to be valid and are no longer available for completion and submission on the Commission’s official website.

The Commission is currently finalising the organisational and technical measures required to implement the new declaration form, and its approval is scheduled to be considered in the near future.
