The International Development Law Organization (IDLO) Supporting judicial administration reform in Ukraine project

The International Development Law Organization (IDLO) is an intergovernmental organization founded in 1988 that promotes the Rule of Law and sustainable development, provides assistance to people and communities with asserting their rights, and consults governments of partner-countries concerning implementation of the Rule of Law. The IDLO network includes thousands of experts working in more than 90 countries around the world.

On July 26, 2023, the Commission and the International Development Law Organization (IDLO) signed the Joint Action Plan for the implementation of the International Technical Assistance Project “Supporting Judicial Administration Reform in Ukraine”. The Project will include measures aimed at strengthening the institutional independence, transparency, as well as the capacities of the High Qualification Commission of Judges of Ukraine.

The general term of implementation: July 1, 2023 – December 31, 2024.

Development Partner: the Government of the United Kingdom of Great Britain and Northern Ireland through its Foreign, Commonwealth & Development Office (FCDO).

The goal of the Project: to improve access to justice in Ukraine.

Task of the Project: To provide technical assistance to enhance the institutional independence, transparency and capacities of the High Qualification Commission of Judges of Ukraine through:

  • Advancing the adaptation of the Secretariat of the High Qualification Commission of Judges of Ukraine to crisis conditions in order to effectively exercise the powers provided for by the Law of Ukraine “On the Judiciary and the Status of Judges”.
  • Improving knowledge about international standards and main international principles applied to judicial governance and accountability among new members of the High Qualification Commission of Judges of Ukraine.
  • Raising awareness of gender equality and inclusion among the members of the High Qualification Commission of Judges of Ukraine.
  • Institutionalizing transparent appointment of judges.
  • Facilitating the resolution of the backlog in judicial appointments according to ethical and merit-based standards.
  • Supporting the digital transformation of the judicial system of Ukraine.

Methodical, consulting, logistical and technical support is to be provided within the Project.

The Project is expected to influence the development of the judicial proceedings in Ukraine, namely, to strengthen the independence, transparency, accountability and efficiency of the judiciary and increase the efficiency of Ukrainian courts.
